内涝已成为我国城市面临的普遍性问题之一，但各城市间内涝防治的工作重点不尽相同。本文以宁波市中心城为例，通过多种方法对城市内涝的成因进行了系统、全面的分析，明确了“主外疏、重内防、强调蓄、控源头”的内涝防治总体策略，提出了建设城市外围泄洪通道、完善城市排涝系统、建立城市调蓄工程体系、推进低影响开发建设的规划对策，从而为城市内涝防治工作的推进打下坚实的基础。 - 关键词：
内涝防治；成因；规划对策；宁波； - Abstract: Waterlogging is one of the universal issues to face for the cities of China. However, the key point in the work of urban waterlogging prevention differs from city to city. Taking the case of the urban area of Ningbo, this study analyzed the causes of urban waterlogging formation systematically and comprehensively by a variety of technical methods, clarified the guidelines of the waterlogging prevention which concentrated in external evacuating, internal prevention, regulation and storage and source control, proposed to structure a drainage system outside of cities, optimize the drainage system inside of cities, construct the system of urban regulation and storage engineering, promote the planning countermeasures of low impact development construction, in order to lay the solid foundation of urban waterlogging prevention.
