地震灾后恢复重建规划诞生于灾后重建这一特殊背景之下，与常规规划相比存在多方面的差异。本文以汶川县12个乡镇的灾后重建规划为研究对象，引入系统分析中的KJ法，逐步解析KJ法应用步骤，得到灾后重建规划的整体结构图。通过将其与常规规划进行对比分析，总结灾后重建规划在规划内容和应对上位规划方式两方面的特征，并对未来灾后重建规划的编制提出借鉴性建议。 - 关键词：
汶川地震；地震灾后重建规划；KJ法；汶川县； - Abstract: Post-earthquake recovery and reconstruction planning are established against the background of post-earthquake reconstruction. Compared to normal planning, it has some differences. This article takes 12 town post-earthquake recovery and reconstruction planning of Wenchuan county as examples, introduces the KJ method in system analysis, analyzes the progress of KJ method step by step, gets the overall structure chart of post-earthquake planning. By comparing it with normal planning, it summarizes their characteristics from two aspects as content of the planning and its response to the master planning, and provides some suggestions to the future establishment of the post-earthquake recovery and reconstruction planning.
