从城市设计与城市开发共同塑造建成环境的现实出发，以两者相关联的视角，分析了新加坡中国广场城市设计在过程设置、编制方法、实施管理等方面与城市开发建立良好关系，以促进实效的策略方法和制度安排。借鉴新加坡经验并结合中国实践提出了改进中国城市设计的建议，包括建立与开发进程耦合的城市设计体系；将城市设计框架、内容以及导则编写与开发操作接驳；以及通过法律授权和完善机制强化刚柔并济的开发管理以促进实施等。 - 关键词：
城市设计；城市开发；新加坡；借鉴；中国广场； - Abstract: Based on the reality that the built environment is built up through both the ways of urban design and urban development, and in the perspective of the relationship between these two aspects, the urban design of China Square Area in Singapore is studied as a case to summarize the strategies and institutions to build up the tight relationship between urban development and urban design in the aspects of process organizing, preparation methods and implementation administration, by which the effectiveness of the urban design in Singapore is ensured. As a conclusion, three suggestions to improve the urban design practice in China are provided on the basis of both the Singaporean experiences and local realities, such as building up the urban design system coupled with the urban development process; connecting the urban design framework, contents and guidelines with the urban development operation; and improving the implementation through both the statutory authorizing and flexible development control process.
