为了实现“以人为核心”的新型城镇化，国家出台相关户籍改革意见。本文通过对目前我国城镇化过程中存在的问题和特征分析，指出现行户籍制度改革存在着一定的误区，并提出要实现新型城镇化的目标，应建立以户籍制度为核心多元联动的制度体系；缩小不同规模城市之间吸引力大小的差距；给予农业转移人口在土地和城市社会福利之间的自由选择权。 - 关键词：
户籍制度改革；新型城镇化；有效途径； - Abstract: In order to achieve the Human-centered new urbanization, the household registration reform suggestions have been issued. Through the analysis of the problem and the characteristics in the existence urbanization in our country, the paper points out that there are some errors in the existing household registration system reform. To realize the new urbanization, the multiple linkage system that the household registration system as the core mustbe established, the gap of attraction between the different scale citieshas to be reduced, and the agricultural transfer population should have the rights to choose freely between the land and the city social welfare.
