我国城市边缘的开发与发展受到政府的强力干预和影响。本文通过追踪南京江北经济发展及其开发管理机制的变化，旨在从管治的角度揭示城市边缘从传统城市边缘区到相对独立的边缘城市背后的微观驱动机制。文章认为南京江北地区撤县设区的行政区划调整、开发区与行政区融合发展的模式、以及市属开发项目在城市边缘区的强力推进，促进了江北地区开发主体的整合与统筹，提升了边缘区开发主体和项目的行政管理层级，进而推动了江北经济和空间结构的发展。 - 关键词：
城市边缘区；演变；机制；管治；南京； - Abstract: The role of government is prominent in the development of urban fringe in China. With a case study of Jiangbei, Nanjing, this paper explores the mechanism underlying the transformation from urban fringe to edge city in Chinese context. It suggests that the administrative annexation to counties, the integrated management of development zones and administrative units, and the spread of municipal level projects to the urban fringe contribute to the coordination of a diversity of actors and agents and the enhancement of the administrative hierarchy of the edge area, which in turn serve as the driving factors to urban expansion and post-suburbanism.
