- 小城镇农业转移人口的市民化意愿：实证研究与政策应对

目前大量农业转移人口分布于户籍控制严格的大城市，这种错位提醒我们我国的市民化研究应该深入到中小城市和小城镇。本文以马鞍山市博望镇为案例区开展问卷调查，通过二元L o g i s t i c 回归分析得出市民化意愿的主要影响因素：镇区房价、家庭年收入、家庭耕地面积、未婚子女平均年龄、村庄与镇区的距离、住房面积和城镇品质等。进而对小城镇制定市民化政策提出建议：（1）提高城镇规划水平，提升城镇建设品质和城镇吸引力；（2）控制房价，降低市民化的经济门槛；（3）理清户籍改革的利益分配，制定具有地域化特征的市民化政策；（4）做好市民化中长期规划，分时序推进市民化工作。 - 关键词：
农业转移人口；市民化意愿；影响因素；小城镇；博望镇； - Abstract: At present, a large number of migrant workers are distributed in big cities where the household registration is controlled strictly, which suggests that the study on the urbanization should be focused on the medium and small cities. This paper conducted a survey of migrant workers in Bowang town. The result of regression analysis suggests that the town housing prices have the most significant correlation with the willingness to be permanent urban residents. It also suggests that the annual household income, the area of arable land, the age of unmarried children, the distance between the village and the town, the family housing area and the urban quality all have significant correlation with the willingness to be permanent urban residents. At last, there are four suggestions to promote complete urbanization: (1) improve the level of urban planning and guarantee the implementation effectively in order to upgrade the urban construction quality and urban attraction; (2) control housing prices and lower the economic threshold of being urban resident; (3) the interests of household registration system reform should be distributed clearly and social security as the core problem should be solved legitimately；(4) there should be a long-term planning which can help select people with strong willingness to be permanent urban residents and guide them to achieve complete urbanization.
