- Beyond Zero-Sum: Innovation in City-District Intergovernmental Management Based on Growth Coalition ——A Case Study of the Hexi New Town in Nanjing

改革开放以来，“促进增长政体”的形成既催生了府际博弈，也蕴藏了构筑基于增长联盟的府际合作的可能性。本文以南京河西新城为例，深入探讨基于快速推进城市增长的目标，市-区两级政府如何利用互惠共赢的利益基础、主动持续的合作实践以及灵活柔性的协调机制，来实现府际治理创新。文章最后指出，基于增长联盟的府际合作虽能有效规避府际矛盾，但从单一目标的“增长型联盟”向综合目标的“发展型联盟”的深刻变革才是应有方向。 - 关键词：
零和博弈；增长联盟；府际治理；地方政府；南京河西新城； - Abstract: Since 1978, the role of Chinese city government has changed from “providing public service” to “promoting urban growth”. It leads to different kinds of intergovernmental games in the process of urban development, while it also bears the possibility that intergovernmental cooperation between different administrative levels may be formed based on the urban growth coalition. This paper takes the Hexi New Town of Nanjing as the empirical case study and makes a detailed discussion in how city and district governments, which both aim at rapid urban growth, realize the innovation in intergovernmental management by using the strategy of win-win benefit-sharing, flexible coordination mechanism and continued cooperation. As a conclusion, this paper point out that although international cooperation based on growth coalition does have good effect in promoting rapid urban development and avoiding intergovernmental conflicts, the fundamental institutional governance reform in China should focuses on the transformation from “growth coalition” with single purpose to “development coalition” with comprehensive goals.
