合理的制度安排是高新区及所在区域协调发展的前提条件，高新区与所在行政区的融合是近年来高新区发展的新趋势。沈阳浑南高新区与东陵区南部的合并，不是简单的行政复归，而是通过一系列的管理体制创新实践，进行地区政府管理机构的高度整合，本文对此案例进行了剖析，并针对目前存在的问题提出了政策建议。 - 关键词：
高新区；管理体制创新；案例研究； - Abstract: Coordinated development of high-tech industrial zone and surrounding region depends on a reasonable institutional arrangement. High-tech industrial zone mix together with the administrative region is the new trend in recent years. The merging between Shenyang Hunnan New District and Dongling south district is not a simple administrative reversion, but a high degree of integration of regional government authorities through a series of innovative practice management system.The author gives some advices of the innovation of this district in the future based upon the analysis of existing problems.
