立足国家全面深化改革时期，规划领域亦迎来发展转型关键期，“规土融合”便是其中一个重要议题。本文基于空间生产理论将规土关系视为一种生产方式，进而采用政治经济学视角挖掘制度变迁在两规关系演变中发挥的历史作用与趋势指引。结果表明，行政管理体制首先构建起了两规分化的发展路径，而各阶段社会经济制度又进一步塑造出不同的利益分化格局，各阶段分化利益博弈的结果促使规土发展路径从平行走向交叉，又终将走向融合。 - 关键词：
政治经济学；城市规划；土地利用规划；融合； - Abstract: When the national reforms have been comprehensively deepening, Chinese planning areas are in the critical period of transition. “Two Plans Integration” would be one of the important topics. This paper is based on the spatial production theory, discussed the relation between Urban Planning and Land Use Planning, which was regarded as a mode of production. Then it found how the institutional change affect the above relation evolution from a perspective of political economy. The results showed that the administrative system has made different development routes for Urban Planning and Land Use Planning firstly. Then, the social economic system further contributed to the interest differentiation, which changed the relation between Urban Planning and Land Use Planning from parallel to cross, and eventually integrated.
