近年来，随着交通影响评价工作在北京、上海、广州等大城市相继展开，一定程度上改善了建设项目周边的交通环境，缓解项目周边交通压力，但同时显露了其存在的问题。本文在回顾我国交通影响评价发展历程和认识的基础上，提出传统交通影响评价的不足，分析在控制性详细规划层面开展交通影响评价工作的重要性和必要性，最后提出政府部门提前介入交评工作能实现单体项目与区域交评的有效衔接、基于交通容量反控开发强度等建议。 - 关键词：
城市交通；交通影响评价；控制性详细规划；交通容量； - Abstract: In recent years, Traffic impact assessment (TIA) has been launched vigorously in many cities, such as Beijing, Shanghai, Guangzhou, which lead to improvement of the traffic environment and relief of traffic jams of the surrounded road of the construction project. However, it exposes some problems of the TIA in China. First, some insufficient problems were showen based on the review of the development course and understanding. Second, the importance and necessity were analyzed based on the TIA in regulatory planning. Finally, it puts forward suggestions to realize effective linkup between TIA in Regulatory Planning and TIA intervention ahead of time of the government, and control plot ratio based on traffic carrying capacity.
