2000 年以来我国沿海地区大都市相继出现两轮“撤县设区”式行政区划调整，产生了新时期大都市的边缘新市区。首先回顾了以上海浦东新区、天津滨海新区、深圳经济特区为代表的早期边缘新市区的管理体制演变历程。其次，阐述了“撤县设区”后杭州市行政体制、规划管理及其边缘新市区运营机制的发展特征，以及所面临的中心城市与外围新市区之间的矛盾问题，导致中心城市人口、经济要素外溢受阻，城市总体规划难以落实，外围新市区土地利用效率低下等问题，由此针对新时期杭州大都市区空间重构与体制优化提出相应的创新性策略与建议。 - 关键词：
撤县设区；大都市；边缘新市区；体制机制；杭州； - Abstract: The metropolis in China's coastal areas have witnessed two rounds of administrative division adjustment of “abolishing county and designating district” since 2000, and produced the new edge city in new period metropolis. Firstly, it reviews the management system evolution of Shanghai Pudong New Area, Tianjin Binhai New Area, Shenzhen special economic zones as the representative of the early edge city in China. Secondly, it describes the development characteristics of administrative system, planning management, operation mechanism, and new urban problems between the center city and the edge city in Hangzhou. These include block of economic factors and population spillover , difficult implementation of the overall planning of the city, and low efficiency of urban land use.
