在全球经济发展放缓的大背景下，收缩城市研究引发了对现有以增长为目标的发展路径的反思，并以过去百年中的人口和经济衰落城市为案例，探索逆增长情景下的可持续发展路径。本文综述了西方近十年的城市收缩研究。首先，文章对城市收缩“概念”的外延和内涵进行界定，明确研究问题的内容与边界。其次，根据收缩现象的发生逻辑，从“现象”、“动因”、“过程机制”、“表现类型”和“影响后果”等方面揭示其作为城市变化过程的一般性规律。最后，在大量案例研究的基础上，归纳总结了全球各地针对收缩问题提出的“政策与规划应对”，并以其作为我国未来进行收缩地区规划设计和政策安排的参考。 - 关键词：
收缩城市；城市化；文献综述；规划政策； - Abstract: Against the background of slowing down of global economy, "shrinking-city" researches have raised a general concerns over taking growth as the only path to development. Cities and regions that suffered from population and economic decline in the last century have become samples for exploring alternative thinking for sustainable urban development in non-growing scenarios. This paper is a literature review of shrinking-city studies in the last decade. It started with defining "shrinking city" concept, in order to build a common ground for academic discussion. Then, following the natural logic of shrinkage, the paper reviewed research findings about the "phenomenon", "causality", "mechanism", "typology" and "consequences" of shrinking. Last but not least, a number of policy strategies and planning responses, as operational methods to react or adapt shrinkage, were summarized from a wide arrange of international case studies, in order to develop insights for the planning and managing of Chinese shrinking cities.
