基于新型城镇化下中国城乡转型的背景，对增量规划、存量规划和减量规划三类规划的内涵进行了界定，对增量规划存在的社会经济基础、增量规划向存量规划的转变以及减量规划的出现分别进行了论述，并对三类规划的不同特征做了具体研究。文章提出增量规划的繁荣是中国特殊的城市增长逻辑决定的，而增量规划向存量规划的转型是由城市增长要素的变化诱发，减量规划的出现则受衰退型城市转型发展的需求影响。经改革开放30多年的城市经济高速增长，接近增长瓶颈的城市不断增多，城乡规划的转型不可避免，规划转型将是规划界的重要议题。 - 关键词：
增量规划；存量规划；减量规划；规划转型； - Abstract: Based on the current context of China's new urbanization and urban transformation, this paper defines the concept of the three types of urban planning, analyses the cause of transition and the characteristic of the three types of urban plan. This paper finds that increment planning is determined by China’s special pattern of urban growth, and that the change of urban growth mode leads to the transformation of urban planning mode. In addition, reduction planning can effectively respond to urban decline. In the recent over 30 years, China's economic development is so rapid that many problems now exist in city development. To ensure sustainable development of cities, transition planning will increase obviously.
