- 摘要：
由于历史与发展道路的原因，我国产业园区普遍存在工业与服务业分离、产业与城市分离、园区与主城分离等多个层面上“二元分离”的问题。传统的产业园区发展模式已不能适应我国当前经济发展新常态下面临的产业转型升级挑战。以产业园区转型升级过程中的服务业发展对策为研究对象，在论证服务业是促进工业园区转型升级为产业新城的必经之路的基础上，通过对柳州市柳东新区服务业发展对策的实证研究，提出了产业园区转型升级过程中的服务业发展的对策建议，即针对生产性服务业的发展，应推进制造业主辅分离，深化与城市主城区功能分异；以“集聚化”、“融合化”发展策略为引领，提升生活性服务业；建设公共服务平台，探究“自上而下”和“自下而上”相结合的现代服务业发展路径。 - 关键词：
工业园；服务业；产城融合； - Abstract: Due to its history and development path, China's industrial parks are facing widespread "binary separation" problems on multiple levels, including industrial sector and service sector separation, industrial and urban separation, as well as industrial park and main city separation. The traditional industrial park development model cannot meet the challenges of industrial restructuring and upgrading under the "New Normal" of Chinese economy. This paper studies the theoretical basis for service industry development in the transformation and upgrading process of industrial parks, and through the Liuzhou Liudong New Area empirical research, proposes countermeasures to promote service industry in industrial parks, including the promotion of producer services, the "organic integration" of industrial and urban functions and the construction of public service platform, to explore the "top-down" and "bottom-up" combination approach.
