城乡一体化强调城乡地区在社会、经济、环境和空间等方面协调发展，是统筹“城市—村镇”区域发展的重要组成部分和解决“三农”问题的根本途径，对推进新型城镇化具有重要意义。现有研究在省市层面城乡一体化的理论内涵、规划编制、综合评价和实施策略方面形成丰富的成果，但对村镇区域的关注较少。理解村镇区域城乡一体化发展的优势和困境是实现城乡统筹发展的基础。珠海市斗门镇作为城乡一体化“省市”合作试点，其存在的问题和可行的规划方案对珠三角和广东省具有借鉴意义。在文献总结、实地调研和多政府部门访谈的基础上，以斗门镇为案例，结合村镇区域基础设施、基本公共服务、土地与规划等政策，探析村镇区域城乡一体发展的困境和诉求，并从基本公共服务均衡化、基础设施建设、产业布局与空间发展、土地发展权等方面提出建议策略，以期推进城乡一体化发展。 - 关键词：
村镇区域；城乡一体化；困境与战略；珠海市斗门镇； - Abstract: With the rapid urbanization in China, urban-rural integration development as a new type of urban-rural relationship, has played a significant role on urban-rural coordinated development since 2000. Under the request of urban-rural cohesion, socioeconomic and environmental coordinated development, urban-rural integration is a key strategy to deal with the problems of agriculture, rural areas and farmers. Moreover, urban-rural integration is also an important factor for the implementation of New Type of Urbanization. Several literatures have put the emphasis on the theories, conceptions and practices of urbanrural integration both on the provincial and urban scale, while few studies focus on rural scale to promote urban-rural integration development. The research, based on the literature reviews and field work, focuses on the analysis of problems and potential strategies of urban-rural integration on Doumen town of Zhuhai city. Finally, we attempt to provide planning suggestions for Doumen’s urban-rural integration development from the perspective of urban-rural infrastructure construction, industry layout and spatial integrations.
