作为引领各阶段城市发展的全局性、综合性、战略性的规划总纲，城市总体规划对城乡规划体系的发展具有决定性的影响作用。2015 年3 月18 日，《宁波市城市总体规划（2006 － 2020）》（2015 年修订）获得国务院的批复，将促使宁波城乡规划体系进行完善和调整。回顾了改革开放以来伴随城市总规编制进程的规划体系演进历程，在分析宁波修订版总规对规划体系的影响因素的基础上，提出了“两序列、四层级”的城乡规划体系重塑方案。 - 关键词：
城市总规；城乡规划体系；重塑；宁波； - Abstract: As an overall, comprehensive, and strategic planning type, master plan may have a decisive influence on the urban-rural planning system. On March 18 , 2015, “Ningbo City Master Plan (2006-2020)” (2015 Revision) received the approval of the State Council, which will promote the Ningbo city into a new period of adjusting its urban-rural planning system. This paper reviews the process of both the city master plan and planning system since China's reform and opening up. Based on the analysis of influencing factors within them, the paper proposes a new framework for urban-rural planning system, which can be generalized as “two sequences, four levels”.
