小城镇的功能因区域发展阶段、发展模式、发展条件而变化，因而相应的战略定位和制度设计须能因应而创新。苏州案例的解剖，从微观角度揭示出新时期苏州小城镇理应承担的十大功能，其中虽有部分是小城镇传统功能的延续，但更多是新的历史阶段赋予小城镇的新使命、新责任。然而由于当前小城镇所执行的政策与制度，主要源自人们对前一个发展阶段中小城镇发展规律和问题的判断，客观上导致了当前小城镇城乡“夹心层”和“政策洼地”的处境，使小城镇难以胜任新时期新的历史使命。因此，改革那些源自前一个发展阶段小城镇功能定位基础上的战略和制度设计，满足新时期小城镇功能与潜力发挥的需求，势在必行。 - 关键词：
小城镇；功能；苏州； - Abstract: The functions of small towns vary with regional development phase, mode and condition. Policies and strategies toward small towns should therefore change accordingly. However, ignorance of the changing functions of small towns in the new historical period has caused the worrying situation in which policies and strategies stemmed from the former development phase has been exerted to small towns invariably. Based on long term and thorough investigation in Suzhou, we summarized ten of the most important functions of small towns under changing background, some of which are corresponding response to the new situation. To successfully complete those functions, it is of great importance to renovate the toplevel design of strategies and policies toward small towns on account of the new situation.
