- 城市规划中的治理能力现代化——透视中部某城市规划局的思考

城市规划的现代化不仅是顺应潮流，更是促进国家治理能力现代化的有效方式之一。在治理能力现代化的语境下提升规划能力，应以法治为内核，以公共利益为导向，将依法规划深入贯彻到规划的编制和管理中去，在整个规划流程中强调公众参与和部门协同，优化部门职能配置，更多地注重城市发展的内在要求，提升城市生活的质量。本文通过对A 市规划局在近年来相关实践中的问题进行分析，提出通过在今后的规划编制中强调公共性和理性，在执行中强调法治，在监管中强调部门协调和公众参与以推动治理能力现代化。 - 关键词：
城市规划；治理能力；城市管理； - Abstract: The modernization of urban planning not only conforms to the trend but also becomes one of the effective ways to promote the modernization of state governance capacity. Promoting planning capacity under the context of state governance capacity requires rule of law as the core principle, the public interest as the orientation, and a thorough legal implementation in the planning and management processes. Public participation and department coordination should be strengthened during the whole planning process. By analyzing the practical problems in City A’s Planning Bureau in recent years, this paper argues that urban planning should be reformed in terms of its compilation, implementation, and supervision. Also, the rule of law, department coordination, and public participation should be underlined in supervision in order to improve the modernization of state governance capacity.
