我国城市基本住房保障体系已建立，提高住房保障绩效是当前面临的重要问题，住房保障政策面临转变与重构。论文首先梳理国外住房保障政策变迁的动力因素，进而在公平与效率视角下对我国城市住房保障政策进行反思。认为住房保障政策目标应由“保数量”向“调结构”转变，保障对象由“单一化”向“多元化”转变，供给方式由“增量建设”向“存量转化”转变，融资方式由“依赖政府财政”向“多元化融资方式”转变，保障形式由“产权+ 实物”向“使用权+ 货币”转变，保障机制由“单一政府为主”向“多元主体协同”转变，优化我国城市住房保障制度与体系。 - 关键词：
住房保障政策；住房保障机制；公平与效率；政策转变； - Abstract: The urban housing security system has been established in China. The important problem is to improve the performance of housing security. Urban housing policies are facing transformation and adjustment.Firstly, the article combs the dynamic factors of foreign housing security policies changes, and then reflects on housing security policies in the perspective of fairness and efficiency. This study considers that the housing security goals should be changed from "equal" to "different". The housing security object should be changed from"single" to "multiple". The housing security way of financing should be changed from "single" to "diversified". The housing security way should be changed from "incremental management" to "stock management". The housing security form should be changed from "property right + the real" to "the right to use + money". The housing security mechanism should be changed from "the whole process management" to "separate the supply and management". The purpose is to optimize the urban housing security system.
