在深圳目前城市发展面临土地资源紧缺问题的背景下，解决土地历史遗留问题、释放土地资源具有十分重大的意义。文章提出了原农村集体土地、原行政划拨用地和驻深部队用地三种涉及量大、影响面广、急需解决的土地历史遗留问题，综合运用归纳推理法、综合分析法、现象溯因法等方法系统分析了形成上述问题的原因，针对关键矛盾，从面向实施角度提出了解决问题的对策建议。 - 关键词：
土地历史遗留问题；农村集体土地；行政划拨用地；部队用地； - Abstract: Shenzhen is encountering the shortage of land resources in the current urban development. Against this background, it is of vital importance to solve the land problems left over by history and to fully utilize land resources. In this paper, the original rural collective land, the original land of administrative allocation and the land occupied or used by the troops stationed in Shenzhen are mentioned, and these three land problems involve large amount, wide influence and urgent solution. The paper analyzes the reasons for the formation of the problems by comprehensive analysis, conductive reasoning and ratiocinating from phenomena into cause, and puts forward the countermeasures to solve the problems from the perspective of implementation.
