建设天津北方国际航运中心是国家为促进我国北方地区经济贸易发展而决定实施的一项重大经济发展战略，既取得了巨大成就，又存在着诸多问题。当前，天津经济社会发展正面临着京津冀协同发展、“一带一路”、天津自由贸易试验区等多重国家战略叠加的重大机遇，以天津港为基础的北方国际航运中心成为实施这些国家战略的重要依托。在此背景下，适时从中转型和加工增值型港口为基础的初级阶段逐步过渡到以资源配置型港口为基础的高级阶段的转型发展，是天津北方国际航运中心适应经济新常态、对接国家战略、实现历史担当的客观必然要求。 - 关键词：
国家战略；北方国际航运中心；发展定位；实现路径； - Abstract: In order to promote the development of economic and trade in northern China, the government decidedtoimplement a major economic development strategy by buildingChina(Tianjin) Northern International Shipping Center. It has not only made great achievements, but there also exist many problems. Recently, the development of Tianjin economic and society is facing multiple national strategies, such as the coordinated development of Beijing Tianjin Hebei, the strategy of One Belt And One Road and the China(Tianjin) Pilot Free Trade Zone and so on. To strengthen the construction of China(Tianjin) Northern International Shipping Center based on the Tianjin port, the paper will support these national strategies fundamentally. Under this background, timely transforming from the primary stage of transformation and value-added processing type to the advanced stage of resource allocation type, would be objective and inevitable requirement for Tianjin Northern International Shipping Center adapting to the new normal economy, docking national strategies and realizing the historical liabilities.
