- “多规融合”下棕地再利用方向评价 ——以长春市拖拉机厂为例

近年来土地资源紧缺和生态环境破坏促使人们日益关注棕地问题。棕地问题不仅仅涉及地块自身改造问题，还受到周边环境及相关规划等多种因素的影响。2014 年国家提出“多规融合”规划理念，棕地属于城市用地的一部分，同时棕地再利用受到多方条件的制约和影响，因此棕地再利用过程中更应注重“多规融合”思想。本文在“多规融合”理念的基础上，通过分析不同尺度上棕地再利用涉及的相关规划，提出棕地再利用的制约和促进因素，并基于此提出棕地再利用方向评价的指标体系，总结出棕地再利用4 大类（政策因素、社会因素、经济因素、地块自身及环境因素）和29 小类评价指标。最后通过实际案例运用层次分析法及模糊综合评价法对“多规融合”下的具体棕地——长春市拖拉机厂地块再利用方向进行验证性评价。 - 关键词：
棕地再利用；“多规融合”；指标体系；影响因素； - Abstract: In recent years, the shortage of land resources and the destruction of the ecological environment have prompted people to pay more and more attention to the problem of brownfield. The problem of brownfield is not only related to the transformation of the land itself, but also by the surrounding environment and related planning and other factors. In 2014, the state proposed the idea of “Multiple Planning Coordination”, and brownfield is a part of urban land use. Therefore, we should pay attention to the “Multiple Planning Coordination” in the process of brownfield redevelopment. Based on the idea of “Multiple Planning Coordination”, this paper analyzes the restricting and promoting factors of the brownfield redevelopment in different scales, and puts forward 4 first grade assessment indicators (policy, social, economic, and land and environmental factors), 29 second grade assessment indicators. Finally, by using the method of analytic hierarchy process and fuzzy comprehensive evaluation method, the land use direction of the concrete palm-Changchun tractor factory was verified.
