通过对南京市江宁区淳化街道青龙社区的实地考察，结合对居民的问卷调查和访谈，从居民的生活满意度、生产满意度以及对于农地整治的愿望三个方面详细调查了青龙社区居民对撤村并居政策实施的态度。从政府规划、社区管理等多个层面深入了解青龙社区撤村并居的实施方案，总结青龙社区撤村并居的实际效益，并在此基础上探索城乡建设用地增减挂钩背景下的撤村并居在实践过程中存在的问题，并针对问题给出了改进建议。 - 关键词：
撤村并居；城乡建设用地；增减挂钩政策；满意度调查；南京； - Abstract: This article studied the strategy of “village merge” under the policy of “increase decrease connection of urban and rural construction land” from the levels of government planning and community management. Take the Qinglong community in Nanjing as a case, the study aimed to find out farmer’s attitudes towards the policy implementation. Combined with the field work, a survey was conducted among the residents through questionnaires and interviews, about their satisfaction of life, production and desire for the farm land remediation after the village merge. At last, the paper summed up the benefits of the policy implemented in Qinglong community and found out improvement measures for the problems presented.
