生态地区因其可建设用地少、基础设施建设成本高而长期处于“高投入、低收益”的状态，该类地区也逐渐成为区域经济发展中的后发地区。在“十三五”绿色发展与区域开放发展的要求下，长江经济带生态型后发地区实现经济与社会的快速发展成为区域可持续均衡发展的关键所在。实证部分以安徽省安池铜城市组群为例，探讨在“共抓大保护，不搞大开发”的发展理念指导下，以安池铜三市十一县的部门座谈、企业管理者访谈及企业问卷调研为基础，从“政府—企业”双视角审视安池铜城市组群的绿色发展之路。提出在经济与社会双重目标导向下，开发区仍然是后发地区经济发展的重要空间载体，并从“格局上开放发展”、“内容上绿色发展”、“策略上差异发展”3 个层面对安池铜城市组群未来的经济发展路径进行了研究和战略勾画。 - 关键词：
绿色发展；工业化；后发地区；安池铜城市组群； - Abstract: As for less construction land and higher cost of infrastructure, ecologic zones are in a condition of high investment in high-risk low-income status. Gradually, these areas become late-developing areas in regional economic development. During the 13th five-year plan under the request of green development and region opening, it is important for the ecological areas in a sustainable development path in the Yangtze River Economic Belt. As a case study of Anqing-Chizhou-Tongling city group, this paper researches on the area’s green economic path in view of “government and company”, which is based on the department discussion, business managers’ interview and enterprise questionnaire investigation. This paper points that promoting the economic development in Anqing-Chizhou-Tongling city group contains three parts. The first is in formulation of an open and development pattern overall. What’s more, to focus on the basis of green development in the economic content. The last and the most important is the strategic difference in difference economic area.
