综述了现代物流发展目标体系相关研究成果，梳理了相关规划实践，认为理论研究和规划实践中缺乏系统全面的目标体系，也无法落实到全方位的行动计划，因而不利于城市现代物流的健康发展。认为现代物流发展目标体系至少具有四个层次，即“战略目标—子目标—行动计划—考核指标”。首先，现代物流发展战略目标应当服从城市性质和城市发展战略；其次，子目标应包括“空间布局合理，产业升级优化，行业发展提升，企业运行高效”四个方面；第三，行动计划应包括“构建完善的物流体系和物流通道、提高投入产出效率、物流绿色化、全球化、专业化、规模化、信息化、标准化”等；第四，遵循有代表性、灵活性的原则，考核指标应该是一个可供选择的指标库；最后以广州市为例，应用构建的目标体系理论框架制定了广州市具体的现代物流发展目标体系。 - 关键词：
现代物流；目标体系；广州； - Abstract: Based upon reviews on the objective system of urban modern logistics development researches and the relevant planning, this paper considers that the researches and planning lack of a comprehensive objective system, and cannot implement the comprehensive action plan, which is not conducive to the healthy development of the modern logistics of the city. Therefore, this paper summarizes an objectives system at four levels, namely, “strategic objectives - sub-objectives - action plan - assessment indexes”. First, the strategic objectives should be subject to the nature and overall development strategies of this city. Second, sub-objectives should include be given to four specific areas including reasonable spatial layout, optimization and upgrading industrial structure, industry promotion, and efficient enterprise operation. Third, the action plans should include building a sound logistics systems and logistics channels, increasing input and output efficiency, facilitating green, globalization, specialization, scale, information technology and standardization. Fourth, following the principle of representative and flexibility, the assessment indexes should be a library allowing the choices of specific index. Selecting Guangzhou as the case, this paper finally designs an objectives system of modern logistic development in Guangzhou.
