在小城镇控制性详细规划实施过程中，划分的地块经常无法与实际开发建设环境相匹配，规划与实施管理不能贯彻一致。以平度蓼兰镇中心片区控制性详细规划编制为例，探讨了地块调整方式和相应弹性控制手段。地块按照新老城区、不同用地性质划分类型，针对各类型地块提出了“合并”与“拆分”的具体措施，提升控制性详细规划管理与实施的灵活性与可操作性。 - 关键词：
小城镇；规划管理；地块调整；弹性控制； - Abstract: In the process of the implementation of detailed planning of small towns, the division of land is often unable to match with the actual development and construction environment, planning and implementation management can not be consistent. Taking the control detailed planning of the center of Liaolan town, this paper discusses the land adjustment method and the corresponding elastic control method. The article proposes combining consolidated and subdivision in administration and implementation, coordinating regulatory planning and land sales. It can improve the effectiveness of urban planning.
