近几年国家对城市规划领域专业化、规范化的改革力度逐渐加大，“设计师负责制”也成为行业改革探索的话题之一。对“设计师负责制”等相关概念进行梳理，并以西藏鲁朗国际旅游小镇为例，介绍其全程采用的“总设计师负责制”的组织结构、运行机制和主要职能，并与传统规划组织体系比较，认为“总设计师负责制”在统一设计风格、全程管控设计质量、平衡各方利益上具有显著的积极作用，因此对行业改革极具参考价值。 - 关键词：
总设计师负责制；国际旅游小镇；城市设计； - Abstract: The state has strengthened the guidance of specialization and standardization of the architectural design and urban planning industry in recent years. At the same time, some new management systems which have been used in a number of major projects, such as the chief designer system, are increasingly concerned by people. Taking the Lulang tourist town as an example, this paper carried out the thorough analysis to the chief designer system. Compared with the traditional planning system, it can be summarized that the system is of great value which is helpful for the reform.
