随着城镇化进程的进一步加快，城市群将面临更大规模的扩张。珠三角城市群作为我国三大核心城市群之一，对外部形成强大吸引力，各种要素在此聚集碰撞，加剧了系统运行的复杂性、不稳定性。珠三角城市群正面临多形态公共危机的威胁，公共危机表现出更加复杂的特征，区域内致灾因子脆弱性进一步增强。同时在城市群公共危机应对过程中组织存在着应急主体单一、应急权力垄断、应急力量分割以及应急效率偏低等多重缺陷。基于此，一种新的组织范式——应急网络组织得以构建，并从主体构成维度、组织结构维度、权力运行维度进行三重探索，旨在为政府应急管理进行更多有益的尝试提供理论参考。 - 关键词：
城市群公共危机；应急网络组织；三重维度；珠三角城市群； - Abstract: With the further acceleration of the urbanization process, the urban agglomeration will face a greater expansion. The formation of a strong external attraction and a variety of elements in this gathering collision exacerbated the complexity of the system operation. The urban agglomeration of the Pearl River Delta is facing the threat of public crisis. The public crisis shows more complicated features, and the fragility of the disaster factors in the region is further enhanced. At the same time, there are multiple defects in the process of public crisis coping in the urban agglomeration, such as single subject, emergency monopoly, emergency power segmentation and low emergency response efficiency. Based on this, a new organizational paradigm - emergency network organization can be constructed and designed for government emergency management to provide more useful attempt to provide theoretical reference.
