2016年初，中共中央发布了《中共中央国务院关于进一步加强城市规划建设管理工作的若干意见》，第16条中关于打破封闭小区及相关意见的提出引发了社会舆论与研究热潮。相关研究中已出现了范畴扩大与名词替代的误区，并影响科学研究的严谨与中央精神的贯彻。通过语境分析中央政策意见及相关文献，中国封闭小区的实质得以被揭示。封闭小区的范畴是已广泛封闭化城市住区中的一部分，其释义为因空间规模较大而导致城市交通拥堵与空间利用低效的城市住区。西方封闭社区是在西方社会语境与城市规划专业语境中解构形成的，与中国封闭小区的实质存在明显的差异。清晰解读中国封闭小区的实质有助于相关研究的深化，并有利于中央政策意见的落实。 - 关键词：
封闭小区；封闭社区；语境分析；社会转型；新城市主义； - Abstract: In 2016, the central committee of CCP promulgated the document about the promotion on urban planning, construction and management, which result in the rising civic discussion especially on the 16th section related to the blocked neighborhood. There are two popular pitfalls in recent rising studies on the central policies, such as the expansion of the essential range and the substitution of other academic term. Via the discourse analysis on the relevant policy, the essentiality of China’s urban blocked neighborhood is explored. The urban blocked neighborhoods are some of the popular walled China’s urban residential compounds, and its concept generated from the discourse analysis on China’s urban planning subject is the specific walled urban residential compounds which result in the negative spatial effects on urban spatial structure and urban transportation. Different from China’s blocked neighborhood, western gated community is constructed in the discourses of western society and urban studies with its own characteristics. The understanding of the essentiality of blocked urban neighborhood could be positive for the relevant studies and planning practices for implementing the central policy.
