城乡是人类居住的两种空间形态。由于人们长期追求经济增长而忽视大自然的生态系统服务功能，导致了乡村被忽视的失衡状态。《新城市议程》提出了城乡互补协同作用，旨在突出城乡的差异和比较优势。将城乡纳入统一的框架体系内，以包容、平等等综合互补的方法来避免加剧城乡之间的对立问题，并通过可持续性的和平衡的投资来实现协同增效效应。 - 关键词：
城乡联系；可持续发展；互补； - Abstract: Urban and rural areas are two kinds of human habitat. The long-term pursuit of economic growth and negligence of the ecosystem's ecosystem services has led to a neglected imbalance in the countryside. The New Urban Agenda proposes a synergistic role in urban and rural areas, with the aim of highlighting urban and rural differences and comparative advantages. Urban and rural areas formed an inclusive and equal unified framework to avoid intensifying the antagonism between urban and rural areas, and facilitatesustainable and balanced investment.
