创意城市的概念被提出后，以创意经济推动城市经济发展、以文创产业促进城市产业升级、以创意氛围激发旧区活力成为城市再生的崭新方向。本文选取台北市都市再生前进基地计划（简称“URS计划”）为案例，在总结台北市城市更新和文创产业发展背景的基础上，从计划的缘起、运作机制、创意城市内涵体现等方面介绍其经验，指出URS计划面临的困境与争议，为中国大陆地区在城市再生中选取“创意城市”这一路径提供借鉴和启发。 - 关键词：
创意城市；城市再生；URS计划；都市更新处； - Abstract: After the concept of creative city was proposed, it became a new direction of urban regeneration that stimulates urban economic growth with creative economy, upgrades urban industry with cultural and creative industry and revives the old part of the city with creative atmosphere. This paper is a case study of urban regeneration through Taipei Urban Regeneration Station Plan (URS Plan). Based on the experience of Taipei urban regeneration and development on cultural and creative industries, this paper analyzes the case of Taipei through the origins and operation of URS Plan and the embodiment of creative city, and presents the difficulties and controversies, in order to provide a reference for Chinese mainland.
