在政府向乡村投放项目的过程中，政府扮演的是资源供给者的角色，供给方式上出现了绕过乡 村组织，由开发主体作为临时代理人，实现资源利用与乡村开发的新模式。该模式下的临时代 理人通过项目攫取了村庄的绝大部分治权，村集体的地位尴尬，村民自我管理的意识与功能 被弱化。文章认为其背后的原因在于 :一方面，项目制下临时代理人的设置，使得政府代理人 和村庄当家人两个角色发生了分化 ;另一方面，过分依赖临时代理人产生了一定的结构性风险。 应对这样的治理困境，根本策略在于通过机制设计将村民和村集体纳入到基层代理人的范畴中 去，引导市场发挥根本性的作用。 - 关键词：
项目制 ;临时代理人 ;乡村治理 ;乡村规划 - Abstract: In the process of government projecting to the countryside, the government plays the role of resource supplier. The supply mode has a new mode of bypassing rural organizations and developing the main body as a temporary agent to realize resource utilization and rural development. The temporary agent in this mode has captured most of the village¡¯s administrative power through the project. The status of the village collective is weak, and the consciousness and function of the villagers¡¯ self-management are weakened. The article believes that the reasons behind it are: on the one hand, the establishment of temporary agents under the project system, the role of government agents and villages in the family has been divided; on the other hand, excessive dependence on temporary agents has produced a certain structure risk. To deal with such a dilemma of governance, the fundamental strategy is to integrate villagers and village collectives into the scope of grassroots agents through mechanism design, and guide the market to play a fundamental role.
