人口老龄化已成为重要的民生问题，老龄化背景下养老设施匮乏更成为日益突出的社会问题。本文以佛山市禅城区养老专项规划为例，从配置标准、空间布局等规划控制和建设运营、土地供应等政策保障两方面入手，探讨已实现控规全覆盖的城市核心区如何进行养老专项规划的实操性控制，构建居家为基础、社区为依托、机构为补充、医养结合的养老服务体系。 - 关键词：
养老专项规划；实操性；规划控制；政策保障； - Abstract: Population aging has become an important issue of people's livelihood, and the lack of elderly care facilities has become an increasingly prominent social problem in the background of aging. Based on the case study of the special planning for the aged in Chancheng District of Foshan city and from the perspective of planning control (such as equipment standards and spatial layout) and policy guarantee (such as construction, operations and land supply), this paper explores how to carry out practical control of special planning for the aged and establish the home-based elderly care system featuring community support and institutional supplement, and the integration of medical services in the core area of the city that has already been subject to full planning control.
