借鉴国际上保障房政策研究的“大众模式”和“剩余模式”的理论视角，本文综述了 1990 年代以来中国城镇保障房政策的演变历程，指出其总体上呈现明显的“剩余化”特征。结合经济社会发展以及住房市场化改革的宏观背景，将中国城镇保障房政策的演变历程概括为三个主要阶段：（1）住房市场化改革探索期（1990-2002 年），保障房政策体系“大众模式”的逐步确立；（2）住房市场化成熟期（2003-2015 年），保障房政策体系向“剩余模式”的转型 ；（3）“新常态”背景下（2016 年以来），“剩余模式”的调整深化。文章着重分析了不同阶段保障房政策的演变特征及其影响因素。 - 关键词：
保障房政策；市场化；模式；演变； - Abstract: Based on the theory of Mass Model and Residual Model about affordable housing development in Western Countries, this paper summarizes the evolving process of affordable housing policy in urban China since the 1990s, and presents its obviously residual characteristics. Under the macro background of social-economic development and housing marketization reform, the evolution of affordable housing policy in urban China are divided into three stages: (1) “Mass Model” of affordable housing policy was gradually established during the exploration period of market-oriented housing reform (1990-2002); (2) Transforming to “Residual Model” during the maturity period of market-oriented housing reform (2003-2015); (3) Under the “New Normal Economy”(after 2016), “Residual Model” will be continued with adjustments based on social need. This study puts most emphasis on evolving characteristics of every stage and its influencing factors.
