- 摘要：
征收房产税和土地出让金、通过国有融资平台发行债券、推行PPP 模式与设立新型城镇化发展基金，是近年来新型城镇化建设资金保障的主要方式。但是，当前各地区面临着一系列突出问题，诸如地方政府债务增势明显遏制，国有融资平台面临较高债务风险和政策限制，社会资金参与城镇化建设缺乏稳定明确的政策和机制环境，房产税征收试点效果不理想并引起较大争议，P P P 模式面临制度缺陷和个别地区政府契约精神缺失，新型城镇化基金运营模式亟待创新，管理需进一步规范和严格等。所以，未来新型城镇化建设创新资金保障，要加快国有融资平台的转型并进行公司治理与经营模式创新，完善房产税征收细则并进行房产税税收金融创新，统一和完善PPP 模式的法律体系，加强新型城镇化基金的监管与引导。 - 关键词：
新型城镇化建设；资金保障；创新；实践与思考； - Abstract: Levying real estate taxes and land transfer fees, issuing bonds through the state-owned financing platform, implementing the PPP model and setting up a new type of urbanization development fund are the main ways to ensure the funding of new urbanization in recent years. However, various regions currently face a series of prominent problems, such as the obvious containment of the local government debt, the high risk of debt and policy restrictions on the state-owned financing platform, the lack of a stable and definite policy and institutional environment for the participation of social funds in urbanization. The results are not ideal and cause much controversy. The PPP model is facing institutional defects and the lack of spirit of government contracts in some regions. The operation mode of new urbanization funds needs to be innovated urgently. Management needs to be further standardized and stringent. Therefore, in the future, new capital construction for urbanization will need to accelerate the transformation of the state-owned financing platform and innovate the corporate governance and business model, improve the rules on the collection of real estate taxes, innovate taxes and levies on property taxes, and unify and perfect the legal system of the PPP model.
