- 摘要：
“土地是财富之母”。作为一种稀缺资源，土地及其附着于其上的制度安排，正在对我国经济社会发展产生深远的影响。其中，土地财政更成为人们关注与分析的热点。与其它国家相比，我国土地制度安排中独特的根本属性在于公有制。这一属性源自于我国现代化的历史进程，又有客观的现实基础，并从根本上规定了土地财政的性质、意义和功能。客观看，土地财政已成为地方政府的现金牛奶，为各地基础设施建设、中高端产业培育、城市更新与升级、公共服务与民生事业发展等提供了有力支持。破解土地财政困局，既不能对土地财政一棍子打死，也不能坐视不管，任其畸形发展，而应在尊重现实的前提下，采取稳妥有效的办法来消解。 - 关键词：
土地财政；公有制；房地产；制度安排； - Abstract: “Land is the mother of wealth”. As a scarce resource, land with its attached to the institutional arrangements has had a profound impact on Chinese economic and social development. Among them, the land finance is much more concerned about. Compared with other countries, public ownership is the unique fundamental attribute of the arrangements of Chinese land system. This attribute is not only derived from the historical process of the country’s modernization, but has its objective realistic foundation and it stipulates the function of the land finance. Objectively, the land finance has become the cash of the local government and it has provided a strong support on local infrastructure, the cultivation of high-end industry, urban renewal and upgrading, public services and so on. To solve the financial dilemma of land, we can neither kill the land finance department nor sit idly by and let it develop its deformity. Instead, we should adopt a sound and effective method to resolve it under the premise of respecting the reality.
