我国城市新区的建设发展与背后的土地制度安排紧密相联。本文以城乡土地制度变迁为线索，回顾了我国城市新区的发展历程，分析了传统城市新区建设与土地资本化模式的形成及其产生的城乡发展问题与矛盾。进一步地，本文提出当前方兴未艾的城乡土地制度改革将深刻影响未来城市建设用地的供给模式，从而拉开城市新区发展转型的序幕。在部分肯定城乡土地制度改革对农村发展的积极意义之后，本文也对其可能引发的问题进行了思辨。本文呼吁现有城市研究应更多关注土地制度的演进与创新，及其对城市与周边区域发展的影响。 - 关键词：
城市新区；土地制度；转型； - Abstract: China’s new urban district development is closely associated with the underpinning land system. The paper attempts to understand the transformation of urban new district development by exploring the evolution of the urban-rural land policy. It is argued that the undergoing urban-rural land system reform will have great impacts upon urban new district development in the future. Although the land system reform is of positive significance to the rural area, it may also bring forth new concerns. For future research agenda, more attention should be given to the interplay between urbanization and land system.
