治理能力的提升是区域发展战略改革的重要方向，也是同城化战略实施过程中的关键目标。在梳理同城化发展地区的现阶段实施成果基础上，发现由于缺乏有效的实施组织，战略发挥的作用有限，认为治理能力提升的重点在于明晰管理权限、确定实施任务、规范政策管理并加强实施评估。提出建立多元主体参与、多层治理结构、多阶段衔接、多领域落实的实施体系；面向“执行——监控——评估——调整”的实施过程由统一的治理主体协调领导，以项目库为推动载体、以空间管制为主要治理工具在多个治理领域展开同城化建设，过程中利用规范化政策法规与实施监督评估作为治理保障 ；并对可能出现的实践误区进行讨论。 - 关键词：
治理导向；同城化战略；实施；路径；误区； - Abstract: The improvement of governance capacity is an important direction for the reform of regional development, and also a key objective in the implementation of urban integration strategy. On the basis of combing the implementation results at the present stage, it is found that the role of the strategy is limited due to the lack of effective implementation organization. The emphasis of improving governance capacity lies on clearing management authority, determining the implementation of the task, standardizing policy management, and strengthening the implementation of the assessment. This paper put forwards an implemental system consisted of multi-stakeholder participation, multi-layer governance structure, multi-stage convergence, and multi-domain implementation. At the same time, in the implementation process of “Executing-Monitoring-Assessment-Adjustment”, the unified governance body needs to carry out the construction of the same city in multiple governance areas with the project library as the carrier and the space control as the main governance tool, and by using standardized policies and implementation supervision as the governance guarantee. Finally, it is discussed about the potential misunderstandings of the practice.
