本文基于城乡关系的视角解读中国改革开放 40 年和法国光辉 30 年间的乡村政策。通过分析，本文发现乡村政策的制定和实施伴随着城乡关系背景的变化和人们对“城”与“乡”认识的改变。其演化过程具有相似的规律性特征，延续着“城乡分离”—“城乡统筹”—“城乡互惠”的脉络。在遵循规律的同时，中国未来的乡村政策还需要考虑发展的阶段性、乡村功能的复杂性和不同地域的差异性。 - 关键词：
城乡关系 ；乡村政策 ；中国 ；法国 - Abstract: This paper interpreted rural polices during the 40 years of Chinese reform and opening-up and French 30 glorious years from the perspective of urban-rural relationship. This paper found that the evolution of rural policies varies with the changes of urban-rural background and the cognition about city and countryside. The process of evolution develops from the stages of ¡®urban-rural separation¡¯ and ¡®urban-rural balance¡¯ to the stage of ¡®urban-rural reciprocity¡¯. In addition to following the regularities, policy makers of China need to consider the stage of development, the complexity of rural functions and the disparities in different regions.
