提出公共服务均等化的“三步法”，以交通可达性分析为基础，将公共服务现状分析、可达性判别、规划策略进行系统性整合，并对北京市急救设施案例进行了研究。在GIS 空间分析和计量模型分析技术的支持下，对不同时间阈值参数下急救设施的可达性进行了模拟，识别急救设施的服务盲区，分析该区域的空间分布特征，并提出改善该区域急救设施可达性的空间规划。根据分析结果，建议从设施供给空间布局、跨区县政策措施、区域性基础设施规划等方面系统性地提高公共服务均等化水平。 - 关键词：
基本公共服务设施；均等化策略；急救设施；交通可达性；北京； - Abstract: Based on the analysis of transport accessibility, this paper proposed a “three step method” for public service equalization, which systematically integrated the present situation of public service, accessibility evaluation and planning strategy, and took Beijing emergency medical facility network as a case. With the support of GIS spatial analysis and quantitative model analysis, the accessibility of emergency medical facilities under different time threshold parameters was simulated, and the service blind spots were identified. With analyzing the spatial distribution characteristics of the service blind spots, a spatial planning for service facility accessibility improvement was proposed. According to the analysis results, spatial layout of facilities provision, cross county boundary management policy and regional infrastructure planning were suggested to systematically improve the level of public service equalization.
