在反思国内智慧城市评估研究困境的基础上，系统梳理了国外智慧城市评估研究的进展和成果，以此全面探讨智慧城市评估的内涵。智慧城市评估包含事后评估与事前评估两种基本类型。事后的绩效评估包含目标达成、项目效益和影响后果三个层次，而事前评估包含了为制定战略规划而开展的评估、针对战略规划开展的评估两种类型。同时对智慧城市评估的实施主体做了简要介绍。最后对智慧城市评估的完整环节、评估主题的选择、评估指标的选取进行了专门的讨论。 - 关键词：
智慧城市；评估；指标；事后评估；事前评估； - Abstract: Based on the reflection on the dilemma of domestic smart city evaluation research, a systematic review on the progress and achievement of foreign counterpart research was made. On this account, the full content of smart city evaluation was probed and presented. This paper proposes that the smart city evaluation include two basic types: post-evaluation and pre-evaluation. The post-performance evaluation has three levels: goal achievement, project benefit, outcome and impact, while the pre-evaluation has two types: evaluation for strategic planning and evaluation on the strategic plan. Furthermore, the issue of evaluation subject was briefly discussed. Finally, this paper specially discusses the whole procedure of evaluation, the selection of evaluation theme, and indicator selection.
