文章以马鞍山市博望镇为例，阐述了由镇升区的概念及其可能产生的城镇化推动作用，辨析了升区后小城镇就地城镇化效应。认为 ：由镇升区提升了博望镇的行政等级、管理主体和职能定位，使其自主管理权力与集聚资源能力得到强化。短期内本地产业经济、城镇建设及公共管理的升级明显，因而增强了农民就地转移意愿，加快了就地转移速度。然而，内外部因素变化导致区划调整效应渐弱，农民就地城镇化受到高房价等新的阻碍。随着我国城镇化速度整体趋缓，需要更为科学理性地审视区划调整对小城镇的多重影响，并针对区划调整作用的时效性及时提出有效应对策略。 - 关键词：
区划调整；由镇升区；就地城镇化；博望镇； - Abstract: Taking Bowang Town in Ma’ anshan as an example, this paper elaborates the concept of upgrading town to city district firstly, discusses the promotion effects it will have on the development of town, and then analyzes the effects of in-situ urbanization after becoming city district. The paper argues that upgrading town to city district has upgraded Bowang Town’s administrative level, management authority and urban function, which has increased its ability to congregate resources and manage itself. After becoming city district, considerable improvement in industry, city construction and public service of Bowang Town has strengthened the peasants’ willingness to transit at home as well as accelerated them to move to the nearby town center effectively. However, the effects of administrative division adjustment have become weaker due to internal and external factors: the speed of urbanization slows down because of some new obstacles like high housing price. Therefore, when the whole urbanization speed has become slow, we should rethink the multiple influences of administrative division adjustment clearly, so as to provide more effective strategies for its timeliness.
