历史文化街区的利益治理是制约历史文化街区保护与可持续发展的关键。从社会网络分析视角出发，在利益相关者分类的基础上，通过网络数据收集，从网络密度、关联性、互惠性、等级性、传递性以及中介性展开分析，提出如下建议 ：一从凝聚性看，要疏解当地政府机构以及压力集团两个利益集团内部的派系林立问题 ；二从关联性看，加强当地政府机构与社区之间的有效关联 ；三从互惠性以及传递性看，加强企业内部、社区和压力集团之间的利益互惠关联，建立利益集团内部和集团之间的利益互赖与合作交流机制 ；四从等级性看，增加 NGO 保护组织和行业协会、媒体和专家在街区保护中的话语权与决策权 ；五从代理性看，要重点培养企业和社区利益集团的协调人、守门人和代理人角色。 - 关键词：
社会网络分析；历史文化街区；保护；利益网络治理； - Abstract: The interest governance of historical and cultural blocks is the key to restricting the protection and sustainable development of historical and cultural blocks. From the perspective of social network analysis, based on the classification of stakeholders, through the collection of network data, from network density, relevance, reciprocity, hierarchy, transitivity, and intermediary analysis, the following recommendations are made: look at the problem of dissolving the issue of factions within the two interest groups of local government agencies and pressure groups; secondly, from the perspective of relevance, strengthen the effective relationship between local government agencies and the community; third, from the perspective of reciprocity and transitivity, strengthen the internal , mutual benefit associations between communities, and pressure groups; fourth, from the perspective of hierarchy, increase the protection of NGOs and industry associations, media and experts in the block. In terms of agency, it is necessary to focus on training the coordinators, gatekeepers, and agents of corporate and community interest groups.
