基于网络化治理理论，以南京市为例，首先采用滚雪球法识别了社区居家养老服务体系中 22个利益相关者 ；随后通过调查访谈，分析社区居家养老服务体系在网络设计、组织连接、监督框架和信任水平方面的现状及问题。结果表明 ：社区居家养老服务体系在网络设计方面，存在政府购买内部化、居家养老服务协会担当影子政府、呼叫中心重复设置等问题。在组织连接方面，存在老龄委统筹不足、非政府购买老人参与不足、志愿服务组织边缘化等问题。在监督框架方面，存在居家养老服务协会、呼叫中心权责不平等，对培训机构、评估机构监督不足等问题。在信任水平方面，存在政府部门间信任不足，评估、培训机构和基层医疗机构受信任度低等问题。 - 关键词：
居家养老；网络化治理；服务体系；南京； - Abstract: Based on the theory of Network Governance, snow balling method was used to identify 22 stakeholders in the community-based home care service system. Then, the analyses on network design, inter-organizational connectivity and supervision framework were conducted through the investigations and interviews. The results showed that there are some problems in the network design, such as the internalization of the government purchase, the community-based home care association serving as the shadow government and the duplication of the call center. In the aspect of inter-organizational connectivity, the problems including lack of co-ordination from the aged committee, insufficient participation of the non-government purchasers and marginalization of the volunteer service organizations were serious. In the supervision framework, the community-based home care association and call centers had high power but low supervision, and the lack of supervision of evaluation agencies and training agencies were also prominent. Fortrust, therewereproblemsincludinglow trust among the government departments, lack of credibility of the training institutions, assessment agenciesand grassroots medical institutions.
