网格化管理作为一种全新的管理模式在城市治理中广泛应用，实现了从模糊到清晰、从部件到 事件、从管理到服务的不断发展，背后遵循的是提升国家认证能力这一基本逻辑。作为国家能 力的基础，国家认证能力的提升使得政府能够收集到更加全面、规范的社会事实信息，从更加 完备的治理信息、初步破解的部门分割、不断增强的政府回应性以及提升的政府预见性等四个 方面为城市治理主体提升治理能力提供重要的基础和可能性。但是复杂社会的不可认证性、国 家认证的成本限度、社会自治空间的必要性等使得国家认证能力的提升有其限度。 - 关键词：
网格化管理；国家认证；城市治理； - Abstract: As a new management model, grid management is widely used in urban governance, from fuzzy to clear, from parts to events, from management to service. The basic logic behind improving national certification ability is followed. As a basis for national capabilities, the enhancement of national accreditation capacity enables the government to collect more comprehensive and standardized social factual information, from four aspects of complete governance information, initial segmentation, increasing government responsiveness and enhanced government foresight, which provide important foundations and possibilities for urban governance entities to improve their governance capabilities. However, the non- certification of complex society, the cost limit of national certification, and the necessity of social autonomy have made the improvement of national certification capacity limited.
