文章首先从法理和实践层面对十年来我国城市总体规划实施评估的主要问题进行了剖析。认为法理上存在目标导向性模糊、内容针对性不强等问题；实践中则步入重指标、方案比对，轻实施过程评价和城市运营评估的误区。其次，从政府运营视角对总规实施评估体系进行了重构。优化后的评估框架包含规划事权、政府决策和城市经营等三大维度，能够充分反映“规划—决策—项目”实施的全过程。研究认为规划体系分解和政府决策落实是影响规划实施的直接因素，而城市财力的稳定性则对城市分期建设和蓝图实现起决定作用。最后，以临汾为实证研究，并从评估对总规的动态维护角度提出了相关建议。 - 关键词：
城市总体规划；实施评估；体系重构；城市运营；临汾市； - Abstract: At first, the paper analyzes the main problems on the evaluation of the implementation of urban master plan in China in the past ten years from the legal and practical levels. In legal level, there are problems such as ambiguous goal orientation and blurry target in content; and in practical level, the index and layout comparison are attached too much importance instead of process and city management evaluation. Secondly, the system of evaluation for urban master plan implementation is reconstructed. The optimized framework includes three fields such as planning system, government policy and city management, which reflects the whole process from planning to decision and projects. The paper suggests that plan system decomposition and government decision-making are the direct factors affecting the plan implementation, and the stability of urban finance plays a decisive role in urban construction. At last, by taking case study of Linfen city, suggestions are given on the dynamic feedback to urban master plan.
