民国《郑州市新市区建设计划草案》（以下简称《草案》）编制于1928 年，是南京国民政府成立之后，在市制运动背景下，最早、最系统地将田园城市理论及功能分区思想应用到新市区规划的近代城市规划建设文本，具有较高的历史与理论研究价值。论文通过相关背景梳理，对《草案》文本内容中涉及的田园城市理论与应用进行研究，得出：《草案》是以未来理想的城市社会生活场景为明确固有目标的“目标—手段型”城市规划，在规划选址、功能分区、规划布局、路网结构、地块划分等方面，灵活运用田园城市规划理论，并具有鲜明的自主性。《草案》是近代城市规划建设一次有意义的探索和尝试，对于中华人民共和国成立以后“省会迁郑”背景下的郑州城市功能布局以及以后的城市总体规划具有重要的借鉴意义。 - 关键词：
郑州；民国；新市区；田园城市；市政规划； - Abstract: “The New Urban Construction Draft Planning of Zhengzhou” (hereinafter referred to as “Draft”) was compiled in 1928. After the establishment of the Nanjing National Government, under the background of the municipal system movement, it was the earliest and most systematic thinking of the rural city theory and function partition. The text of modern urban planning and construction applied to the new urban planning has a high historical and theoretical research value. Through the relevant background, the thesis studies the theory and application of the pastoral city involved in the text of the “Draft”, and concludes that the “Draft” is a “target-means” city with clear future goals of the ideal urban social life scene. The “Draft” is a meaningful exploration and attempt of modern urban planning and construction. It has important reference significance for Zhengzhou urban function layout and future urban overall planning under the background of “the provincial capital moved to Zhengzhou” after the founding of the People’s Republic of China.
