从协同原理的角度切入，以协同框架为基础，针对目前既有特色小镇表现出来的各类问题，将 特色小镇建设中需要解决的关于土地、产业、功能、文化、生态不同层面的问题纳入到子项系统， 分析评估子项系统的优势，结合各类优势发挥互补作用，强调最终整体方案的最大效益。以陆 屋机电小镇的规划设计为例，首先依据实际条件分析了协同框架的整体性原则和多层次性原则， 总结了以产业发展为核心的区域协同基础，具体分析了土地利用划分、产业发展策划、功能结构 布局、文化体验设计、生态空间塑造五个特色方面的协同发展框架，回应了当前特色小镇实践中 的共性问题，也提供了借鉴意义。 - 关键词：
协同框架；特色小镇；规划设计；陆屋小镇； - Abstract: From the perspective of synergy principle, based on synergy framework, aiming at the various problems existing in the existing characteristic towns, this paper incorporates the problems on different levels of land, industry, function, culture, ecology that need to be solved in the construction of characteristic towns into the sub-system, analyses and evaluates the advantages of the sub-system, combines various advantages to play a complementary role, and emphasizes on the ultimate goal. Taking the planning and design of Luwu town as an example, this paper firstly analyses the overall principle and multilevel principle of the synergism framework according to the actual conditions, summarizes the regional synergism basis with industrial development as the core, and specifically analyses the synergism development framework of land use division, industrial development planning, functional structure layout, cultural experience design and ecological space shaping, which responds to the current situation. Common problems in the practice of characteristic towns also provide reference.
