    山区河谷型城市受限于山地地形地貌,县域城镇人口基本集中在县城及其周边地势较平坦的河谷地带,城市建设用地总量不足。同时,受限于沿河带状组团串联布局的城市形态,单项城市建设用地因缺乏各组团内的规模控制,往往掣肘发展侵蚀生态山体,规模超标污染下游组团。另外,城市建设时序因缺少与其他部门规划衔接的分期用地规模控制,无法落位近期建设项目和衔接土地利用总体规划。因此,山区河谷型城市建设用地规模无法仅通过城市开发边界划定良好控制,需从城市建设用地“供给侧”进行总量、单项用地、建设时序的规模论证探讨。商南县是秦岭山区典型河谷型小城市,建设用地供需矛盾突出。通过区域层面土地建设适宜性评价,商南县城市建设用地将跨出现状城区,确定满足远期、远景“刚需”的总体规模。居住、工业等单项城市建设用地通过生态环境区划,依据生态环境承载力限定上限规模。城市建设时序通过与相关部门规划指标、用地边界的衔接,划定多规协同的分期用地规模

  • Abstract: The scale of urban development land in valley cities cannot be well controlled only by urban development boundaries, but also it is necessary to discuss the scale of “total amount”, “individual urban development land” and “construction time order” from the “supply side” of urban development land. Shangnan county is a typical small size valley city in the area of Qinling Mountain, Shaanxi province, China. Due to the mountain topography, the urban population in the administrative region of this county is concentrated in the flat valleys and its surrounding area basically. The total amount of urban development land is insufficient, and the conflicts between supply and demand of urban development land is obvious. At the same time, constrained by the urban morphology along the river strip, the groups of city are tandem arrangement. Due to the lack of scale control for individual urban development land within each group of city, some urban development land such as residential land tends to encroach ecological mountain, and some manufacturing lands pollute downstream cities. In addition, due to the lack of cooperation between the time order of urban construction and other departments’ planning, the control of stage scale of the time order of urban development land cannot fulfill the recent construction projects and link up with “overall plan for land utilization”. Through “the land-use suitability assessment” at the district level, the urban development land in the downtown of Shangnan county will cross the existing urban area, and determine the overall scale of "just needed" of urban development land for long-term and vista-term. The construction land of individual cities such as residence and industry passes the ecological environment zoning, and the upper limit scale is limited according to the ecological environment carrying capacity; the urban construction time series demarcates the scale of land use for multi-disciplinary coordination through the connection with the planning indicators of relevant departments and the boundaries of land use.
