当前的乡村振兴实践中不乏高度依赖财政资金的样板乡村，而对乡村发展中的内生动力和可持续性却关注不足，未能起到真正的示范和推广作用。浙江省安吉县溪龙乡在30 多年里从无到有地培育出白茶产业，并带动了溪龙乡的乡村重构，是内生动力驱动乡村振兴的典型案例。本文从历史视角研究白茶产业驱动溪龙乡乡村重构的特征和机制，并从个体视角剖析白茶产业兴起前后，居民对本地经济、社会、环境、空间等方面的感知变化，最后提出对乡村规划的若干启示。我国乡村地区丰富多元的资源禀赋孕育了丰富多样的具有根植性的乡村产业，白茶产业仅是农业型乡村的一个典型代表。规划师应深入研究乡村发展的产业基础，探索基于内生动力的中国乡村可持续发展之路。 - 关键词：
白茶产业；乡村重构；乡村发展；内生动力；规划启示； - Abstract: In the current practice of rural revitalization, there are plenty of model villages that rely heavily on fiscal funds, the lack of attention on the endogenous dynamics and sustainability challenges in rural development make it difficult for the model villages to play a real demonstration role. Xilong township in Zhejiang province has cultivated the white-tea industry from scratch in the past 30 years, and has promoted the profound re-construction of Xilong, making it a typical case of rural revitalization based on endogenous dynamics. From a historical perspective, this paper studies the development of white-tea industry and how it drives the rural reconstruction in Xilong township. From an individuals’ perspective, it analyzes the perceived changes in the economic, social, environmental and spatial aspects of the rural villagers before and after the rise of the white-tea industry. Finally, it discusses its implications for rural planning. The white-tea industry studied in this paper is only a representative case of Chinese agricultural villages. As the rich and diverse resource endowments in rural China have spawned a large number of rural industries with local embeddedness and self-organization, planning practitioners should turn from beautiful village model to a new sustainable model of rural development with particular focus on endogenous dynamics, paying particular attention to the local industries in rural China.
